So I'm expanding my O-scale layout from 4x8 to 4x14. I have a trolley shelf above the layout and, as of now, I can easily pull the table away to gain access to it if I need to work on it. However, after I expand, it will be very difficult and unwieldy to move a table that large. Has anyone ever added small wheels to the legs of their layout table to make moving it easier?

Yes, I added swivel casters to my 4x10 garage layout and they work great. Easy to pull out to work on the back of the table and clean behind.
My layout is 7' X 20' and is situated so there's a wall on two sides. I mounted 3" X 1 1/4" swivel casters from Northern Tool to each leg with 2 of the casters being the locking/brake type. It's no effort at all to move the layout.
