Where can I find the building in the pic with the fence beside it and the transformer inside it?

The building is a Korber sub station. Available from Mr Muffins trains. The rest of the details you will have to create or scrounge up yourself. The fencing can be had a Brennan's. The transformer. May have been off a K-Line depressed flatcar.
The transformer looks like a Lionel version from the depressed flat car. As stated above, korber models does sell the substation.
That is indeed the korber substation model 917. You might want to look at walthers ho scale sbstation detail kit, it has some nice transformers that will work in o scale since transformers come in all sizes.
I know were that's my layout. Yes it's a korber sub station. The transformers were made out of 2x4. With some wood trim. The fence was made out of house hold screen and coat hangers for the poles for the fence. Any other questions I can help you with.
