There's not too much to choose from between the two; the 154 may be a little more modern, but at the age of both of them that's really not that relevant.
If you have a mountain line, you might want to consider something more robust. The Great Smoky Mountain has Southern Ks-1 2-8-0 722 in a lot of pieces, needing ground-up overhaul. It's the sister to Southern 630 at the TVRM. and might be available.
The Southern K Consolidations were a "state of the art" light freight locomotive from about 1903 for several years thereafter. They weighed about 100 tons, were good steamers, good riders, and served all over the Southern.
There's another contemporary to the 154 and 1187 around; Matheson Alkali 11 (former N&W 11) is at Saltville, Va. It's under cover. You'd have to truck it out of there because there's no more railroad into Saltville.
