What would cause the relay to hum when track voltage is applied?

Many questions:
*This is a pre/postwar tender with an analog relay for an air whistle, correct?
*Your power supply to the track is 50/60 cycle AC (not DC or low cycle AC?)
*Does the whistle otherwise operate normally on command?
*Have you tried an alternate power source and whistle activator?
*Is this a new behavior or is this a resurrection project?
It is the 2671W tender. Power is from a ZW. I just did some work on it yesterday because it did sound like a grinder. Whistling fine now other than the relay is humming with track voltage applied.

If you CAREFULLY twist the paper wound coil just slightly it will usually quite them down. When I mean carefully, that means don't twist too much where you break the little soldered wire on the relay frame.
