I recently acquired a new/never run Williams Alco PA set from the mid to late 1990's (complete with glossy finish).  I am using an original ZW running through the Variable Channel of an MTH TIU.  Even if I set the throttle all the way up to 22 volts on the TIU through DCS (which should remove the saw-tooth sine wave used to control the voltage from the TIU) and just use the handle on the ZW to control the voltage, the horn sounds constantly, starting at a fairly low voltage setting.  I have not tried wiring the TIU out of the loop (and don't really want to do so).  

Are there any fixes for this?  My next step will be to disconnect the sound board in the B-Unit.  The sound is not very loud anyway and can just be heard when the train is running at a reasonable speed.

You might want to check the wiring. I had a Williams SD45 which had the horn going off with being requested. This was strictly a conventional setup. I found a wire that was close to one of the flywheels was making contact with the flywheel. It had done this enough that the insulation had worn away, and when contact was made the horn would sound.

I simply find those older Ott sound systems to be a bit stubborn at times.  My Willams PAs sometimes have sound, sometimes they don't.  Never took the time to figure it out and they since have been on the deadline having been replaced by newer spec PAs.  They are still great runners however.

On the flip side my Williams GG1 from that era never fails to produce decent sound.
