Will a Williams or Williams By Bachmann fit on a Lionel MPC Frame?

Yes it will! Depending on the MPC GP9 frame, you may need to trim the handrail where it inserts into the cab.

Thank you H1000, Yes I will trim them with a dremel.
Here is what mine looked like when I twisted them off with a pliers. I didn't care about the looks on this particular unit as the original shell was the only thing I wanted.
I actually went the other way. Needed to re-power and old (favorite) MPC GP9 as I wanted to run this one with command control. This one eventually got an MTH PS3 upgrade which required flywheels on the motors:

I mounted an MPC U36 shell on a WBB GP9 frame. Mounting holes on each end lined up perfectly. I did have to alter hand rails at the cab but that was so they would look right, not for alignment purposes.
I have a powered MPC Norfolk & Western Geep, a dummy MPC Southern Geep and I'll mount a Williams Norfolk Southern shell to a nice powered MPC Geep frame I have and lash them up in a post merger train.
