It's difficult to place figures because they are molded rigid, so there is no movement in their joints to conform to their location, like a person would. This is compounded by the fact that there is also no "give" in the seat cushions either. Undersized figures have been produced so that they are easier to fit, as have figures with amputated legs, and these "adjustments" are usually not that noticeable through the car's windows.

I've got a couple of WBB Peter Witt cars but I have never taken them apart.  There have been articles written about adding figures to these trolleys, so it must work. I just don't know how.

Thanks for responding to my problem.  On further research of some  older threads concerning this issue, suggestions were made to consider using HO people, 1:87 scale with successful outcomes.  Some had used this scale made in china at a very modest cost, but for the most part, I thought they lacked appeal.  Considering the fact that I'll only need 6-8 seated figures, when the spirit moves me, I'll probably decide to bite the bullet and go for the premium pieces such as Preiser.

MTH used to make a set of figures that were billed as O, but were much closer to S.  The guys measured about 6'-4", so that's not bad.  If you peruse the aftermarket sites, you may be able to pick them up either painted (rather pricey) or in a bag of 100 (unpainted) for around $20-$25.  It's an assortment of men, women and children.  About half are standing and the other half are seated. Good luck!

There's a guy selling this bag right now on some kind of "bay" and the bid is $39.81, but you can also "buy it now"...  You can also check out the prices of the painted figures.  They seem to run around $14-$16 for six.  Lots of painted ones out there.  I have three bags of the unpainted ones I bought quite a while ago and haven't gotten around to painting them yet.  I always seem to find more pressing things to do on my layout.... like lay track and wire it.  Then too, I'm running trains more than anything now.

The couple of comments I received have convinced me that instead of going with 1:87 scale as I had mentioned earlier,  I should go with MTH which reportedly are 1:50 scale and would look better. From my google search I found Modeltrainsstuff.com had an MTH combo package of seated and standing figures which should fit the bill. The cost plus shipping was tolerable.  Thanks again for all your prompt feedback.
