I set up 5x10 Lionel Fastrack oval with a Hogwarts Bluetooth Lion Chief package. for my grandson. I used two power tracks and in this configuration, the setup works perfectly. However, I wanted to run an Atlas engine and an older Lionel engine in conventional mode. This is what I did:

I disconnected the power packs which connect to the wall/house electricity land left the power tracks on the layout. No power, no lights etc.

I then put two Fastracks (wired underneath) on the layout and connected them to an MTH Z-4000 transformer. The engines did a very quick stop/start sequence and one traveled several inches, but they would not run. I did notice that there was an 8 amp draw on the Z-4000.

I'd suggest starting by removing all trains and cars from the track and disconnecting accessories.  Then see if current is flowing from the Z4000 when you raise the throttle handle.  If you get more than a little current draw then you might have a wiring issue.  

If not, then add a lighted passenger car and recheck that the current reading is less than one amp as the car is rolled all the way around the layout.  After that, add one locomotive at a time and attempt to run it. Each locomotive should draw only about an amp or so.
