Worm wheel repair

You are all correct... it's straightforward, and yes, you will need to quarter the wheels.

You only need to pull one wheel, but you will need to punch out the axle through the frame to get the worm wheel off of it. Put the frame up on two high blocks with the opposite wheel between them and using a long punch, punch the axle down and out of the gear.

Reassembly is the opposite, however you need to add 'U' shaped shims inside the frame over the axle on the far side of the gear when you punch the gear in place to get the gear centered.

It will take a few punches from both ends, and adding or subtracting shims to get the gear centered.

Don't forget that you have to quarter the wheel.  Larry describes the removal and replacement, but getting the wheel on in the correct orientation is the key to success here!

Truthfully, I vastly prefer the press to the hammer, much less chance of breaking something.
