Can a WTIU operate in passive mode? I am waiting for mine to arrive from a dealer.

Per Mike it can operate in passive mode. That's how I am setting mine up next week.
I don't think there's really a "mode". You don't program it to do anything different, you just hook it up so the power isn't going through it. My TIU was hooked up normally and I just moved the wires to operate it passively.

Last night I had the idea and I took both the WTIU and my ZWL and instead of using my surge protector, I ran both directly into an outlet and it works now!!

Wow, That doesn't make sense how a surge protector could cause this...

My bet is, the ZW-L was not getting the TMCC/Legacy command to turn on track power. That is what makes the most sense given the fix and the initial report.
That's the catch22 in TMCC/legacy- a command is sent but it's one way. You might have been sending the commands and the ZW-L was powered and on- but not raising the track voltage even though you sent the command. TMCC RF signal can have problems based on surge strips and other earth grounding scenarios.

Yes, it does, and it is working fine on my layout. Bonus is you don't need to buy a separate power supply like with the old one. It comes with the power supply which powers the WTIU.
