Z Stuff for Trains DZ-1090-60-2 Signal Bridge

I am wiring a Pennsy-style Z Stuff Signal Bridge- DZ- 1090-60-2.  I would like to use with a DZ-1011 BZ Block Signal Detector.  I have tried hooking the Block Signal Detector (white wire) to the Signal Bridge input white wire-  the Block Signal Detector shows BOTH red and green while the signal bridge does not change in the presence of a train in the detected block.

What am I missing??
