On my ROSS crossover, one Z1000 was only throwing one way. I removed it and tested it on the bench with the same problem. I had a couple more Z1000s laying around, so I tested those too. All 3 only throw one way. Are they all bad, or is there something I can do or try.

How do you have the DZ-1000's wired up? The center is the common post, the other two wires get temporary power from the throw switch. The center wire on the throw switch gets power from one transformer terminal and the other power terminal goes to the center connection at the switch machine.
The switch motor in the DZ-1000 looks like an H.O race car motor, as I have taken one apart, and is D.C. powered with a built-in rectifier for use on an A.C. circuit.
Recommneded voltage is 14 to 16 volts A.C.

They're wired correctly.

Sounds like a bad DZ-1000 switch motor.
If they are new, see if you can get a replacement unit. The last time I bought one it was around $20.00 plus shipping.

Hmm. doesn't surprise me. We've had quite a few bad ones, there's a limit switch activated by a lever inside the switch machine. The faulty lever doesn't allow the limit switch to change positions. Now the motor can't change directions. Now I haven't had one apart for quite a while but that's general idea. I believe there's only one screw holding the thing together. Take one apart, nothing to lose now although DZ stands behind their products and will probably replace them. got to send the broken one(s) in though.
