Remember that the PW transformers are rated on input power, not output power.  So for any PW transformer, figure on around 75-80% of the rated power actually making it to the output terminals.

There won't be enough difference between the 250 vs 275 to be worried about.  However, if you invest in something like a MTH Z4000, you'll get almost twice the real power output of a PW ZW, and you get the nifty meters as a bonus.

The differance is negligible. Most likely will never be an issue.

I remember many years ago (before 1999), average ZW's would bring $225-$275, with really nice boxed ones commanding $350-$375. Now a days, I see them regularly at local TCA shows for around the $$125-$150 range. And I do not see much interest in them. If you are not running any units with the modern electronics, you're in a good position to pick up some good deals.

250 or 275watt, doesn't really matter. Get the best deal you can.

Q1. Considering cost, is a Z4000 better than a ZW for DCS?….yes, not even close if your operating units with electronics in them.

Q2. Considering the current draw from the wall outlet to supply the transformers (I'm restricted to one circuit in my basement) is it better to replace the several small ones with one big one?……….dunno. I'm not much of the power/amp/draw type of guy. I'm sure someone else will jump in on that  question.
