Trying to find the manufacturing company and possible how they were packaged or sold

I can’t say definitively but they look like early Marx handiwork to me. The design at the very top of your lampposts bears a strong resemblance to a later Marx lamppost pictured below. If they are, in all likelihood they would have been packaged similar to the later lampposts. Example pictured below.

I have 2 of the lights slightly newer style..the bulbs can go in the top or bottom socket there is a ring on the top that holds it together...bought them new in Manhattan some years ago...came in a plain white box,no marking on the box or the lamps....never could find any info...will post pics tomorrow
they are similar to Marx, but Marx marked their items most of the times. the only markings are on the bottom. (pat applied for). maybe thet never got it

For whatever it's worth the later actual lamppost which I pictured earlier had no Marx identifying inscriptions on it anywhere. It was only inscribed with "Made in U.S.A." As you said Marx marked their items "most of the time." With Marx you never quite know for sure because the only thing consistent about their finished products were their inconsistency. I think that's one of the things which makes them so beloved. However, as shown, the packaging with the later lamppost is clearly labeled Marx.
Good point, I checked the three books I have on Marx, with nothing showing, I also have Greenbergs books on Lionel, Ives, and AF with no luck. If I can find a box, I believe that would be the best help.
I think they may be an off-brand maker and not one of the major makers.
I know they are not American Flyer.

No the only thing the High Plains 3 Railers make is trouble.

I think these street lamps have been identified on here before as being marketed by Noma. Sometimes you can find them with an end on the wires that screws into a string of Christmas lights. I seem to remember that Steve Eastman posted a photo of the lamp posts and their box.

Edit: Here is an old thread that addresses the lights.
There were some screw in knobs that were in the bottom. o that makes total sense. Thank ya kindly for the info
Kramer products Kp-001 and Kp-002, made them in the 50’s and early 60’s but I think NOMA made them first
Originals were made by Noma, the same company that made the bubble Christmas lights and many other types. Kramer did make copies of them but used modern light sockets.
