I am sorry to admit I can not figure out what is happening on my layout. For years all I have run are my command locos. The other day I put a post war loco on the track and could not figure out why the track will only stay at full voltage. I have tried re-programming the command base to no avail. What am I missing?

You would need a Powermaster in line from the Powerhouse to operate conventional engines.  The Powerhouse is a 18 volt transformer output with no means to vary it's output without the Powermaster.  A powermaster takes the constant 18v in and allows you to vary the voltage to the track from commands sent via the remote in the case of TMCC.
