I'm restoring a 226E. It has great paint still but with mildew stains. what's the best way to remove them?

The only thing I know of to get rid of mildew is bleach, but I've never used it on a train.
Are you sure it’s mildew send a photo.
It could be lead from the metal castings and or the old paint.
You should test for lead, test kits are common.
Lead is white so it was often used in paint before the 1970's.
I did use a mildew & mold removing prod. It helped somewhat. There's probably as you say an inherent paint issue. I did a light coating of WD40 and rubbed it in. That helped mask the spotting. Anyway. It's as good as I think I can get it. It's 90% better than when I started.
I've also used satin finish Armor-All to help blend out some imperfections in locomotive paint.
