NO, here's a partial parts list:
1  spst on/off power switch
3 mom sp switches
4 3A  400V standard silicon rectifiers
1  2200 microfarad 25V capacitor    Mouser Part #: 667-ECO-S1EA222BA  
Box (Lionel box is 4" x 6" x 2" deep)

 

Some Steam Clean and Wheel Grind sets have already been damaged with direct AC voltage.

LOL  Obviously I've been schooled.  Thanks for the heads up on ALL the components, Susan.  If ever I need to go inside then I'm prepared.

This controller controls one Steam Clean, Wheel Grind and Train Wash set.

Do you need TWO controllers or just one?

 

I have none for sale now.  If I do build a copy of the Lionel Controller, it would cost the buyer around $90.  I did build a test circuit (as a favor) so another set owner could test his components to be sure they they operated.  They did work but he hasn't committed to have a controller made.
