Presuming you really mean CAB 1 and not a CAB 1L....
Here is an instructional video about the device:
Here is the manual:

I would start there.
These are designed to be used with the Lionel 135-WATT POWERHOUSE POWER SUPPLY 6-12866 http://www.lionel.com/products...ower-supply-6-12866/
However, you can use a Lionel POWER ADAPTER CABLE 6-12893 http://www.lionel.com/products...dapter-cable-6-12893 to wire it up to any other pure sine wave transformer. I don't think the Z1000 is a Pure Sine Wave transformer.
Some additional food for thought that the Legacy PowerMaster may be a better option: https://ogrforum.com/...s-legacy-powermaster
If you have a command base, either TMCC or Legacy, I recommend the Lionel 6-37146 Legacy PowerMaster, it's a much better unit.
Does the 6-37146 replace the legacy base or is it used in conjunction with the legacy base?
It is used in conjunction with a TMCC OR a Legacy Base
Correct, any Lionel command base.
Please excuse my ignorance. I am not totally familiar with the lionel system. I am using a legacy base with the wifi module. What benefit is gained by adding the 6-37146?
You can run conventional locomotives using your CAB2 remote or your WiFi device.
Just to be clear, the 12867 only needs a power source and a Cab 1 to run conventional locomotives.
To run TMCC you also need a command base.
I believe the 37146 needs a base for both conventional and TMCC/Legacy.

I believe we stated that several times.
