This whistle relay mechanism attempts to work but buzzes and doesn't make the connection fully .I don't know what I need to do I need help

At what track voltage? Try at 12-14 volts.
Any loose wire connections to the whistle motor?
Solenoid contacts clean?
Does the whistle impeller spin freely when manually rotated?
Sudden situation (was working fine), or a 'Rip VanWinkler'? (maintenance candidate)

Experts to follow, I'm sure.
What power supply are you using? If it's a postwar transformer, the whistle circuit diode could be bad.
Check what dkdkrd said, especially the contacts. Will the whistle work if you manually hold the relay contacts closed?

I found it broken wire from the coil
And, BTW... THANK YOU for 'closing the loop'!!! Too often posted problems seem to have no solutions despite suggestions offered in assistance. Problems are 'endemic' to this hobby...like so many others. The 'victories' are often less celebrated/appreciated, much less reported...or so it seems.
