While I haven't discussed this with anyone knowledgeable, I have been thinking about it for some time.
I believe that it can be done, although not easily. My understanding is that you would have to update the flash RAM in the engine's firmware (not sound file) to do so.
For a PS3 engine, you could, theoretically, use the Loader Program 2.30 to do so. For a PS2 engine, you would have to have it done by MTH.
Regardless, the catch would be that you would have to have a flash file to upload.

For PS2, you need a special board.
For PS3, you just need the right chain file and sound file. That is one of the cool things about PS3. The boards can be flashed.

How did you think lionel got there idea for there legacy steam engine from..those guys been doing that for a few years now..dubble smoke units..had a quote from then for my one engine and was looking at 500.00 to do..

If you have PS2, you need the flashed board. You cannot flash it yourself.
If it is PS3, I think you can do it yourself. A tech can for sure.

Brian, For PS-2 you need to look at the available engines that came with QW. It is Premier Steam and One Diesel I believe. For PS-2 with the Flash board installed you load the whole file. So if you try to upgrade a RK with a Premier File your speed will be off.
I have several flash boards I maintain in stock. When some one has a damaged processor board in a PS-2 like the N&W J. I can repair it with the Flash board and they can get QW from the 2009/10 PS-2 J models. Or if someone has the board fail on an older PS-2 5V BigBoy or such, I can upgrade them to the PS-2 3V with flash board and they can get the latest QW feature from the PS-2 3V version.
I believe most if not all of the PS-3 Premier have the QW feature.
I do want to check with MTH on where the QW feature is for PS-3. In the flash or in both(flash and Sound file). G
