During the past year, the USAID has purchased 50 grain cars for Ukrainian Railways. While they were made by a Ukrainian Railcar factory, I was thinking of "sortof" modeling one. By that I mean, taking an O Gauge car that "sortof" looks like it and painting and lettering it for UZ.

You do not say if it will be two or three-rail but Lionel in its LionScale line offers a nice three-bay hopper* that would be a nice base to "sortof" fulfill your needs. And it is very easy to convert to two-rail if that is your plan. It took me more time to gather my tools to do the job than it took to actually do the job! The only real problem that I foresee is the decalling/lettering of the car.
