Jim Sutter is correct, those are made to fasten postwar Lionel O-gauge track (not 027) to the elevated trestle set.  The long part on the bottom slips into a slot on top of the trestle bent and the top part clamps the 2 ties where track sections are joined to the trestle.  You would use 2 of the clamp sets for each trestle bent.

Thanks for that confirmation. I have a little screw drawer of them mixed with the threaded plates and suspected that from where they were stored, but I mostly had O-27 track without the curl my whole life, so never really tried them. The 0-27 with the curl seemed weaker, so when I elevated a line, that track was left in the track box.
