Not quite sure which washer you mean, Railcars. But here's the exploded view of the 140 Banjo Signal from Olsen's Toy Train Parts. If the washer is one of the ones shown on the diagram, you can order it from Olsen's.

I believe there was a paper washer with adhesive on both sides that attached the drive washer to the coil.
I have repaired a number of 140 banjo signals, and have never replaced that washer. I just use a bit of adhesive.
If Your Banjo signal drive cup won't turn, make certain it is clean inside, and that the pin isn't bent (not likely). I like to clean out the hole in the center of the coil with a small drill bit, held in my fingers or a pin vise. The idea is to clean any gunk out of the hole, not make it larger. DO NOT ENLARGE THE HOLE!
I don't have a 140 myself, so I couldn't advise you there.
The washer holds the rubber ring with the drive fingers from revolving.
