Updating from the app, I believe it only allows you to have one firmware downloaded and ready for install.

It'll list what your base is at, and all available firmware revisions. Just select the latest to download.

The process is kinda wonky as you put the base 3 in AP mode, connect phone. Then disconnect phone to get on Internet to grab lastest firmware, then back to base AP mode to install.

I'm not sure if you can preload a firmware on the phone app prior to connecting to the base 3.

Since the base needs to be in AP mode to upgrade, I don't believe connecting through your home wifi would alleviate anything in the process, other than you might be able to do it from the PC.

Edit to add, it appears you can get the firmware in the app, without having the base3.
