BCR problems?

I have 3 PS1 locos that are giving me problems a E8,GG1 & a 2-6-6-2.

After leaving them to charge up for 1 min they will not come out of neutral & if they do there is no sound when cycling to reverse & on shut down the sound stops dead.

I have replace with a battery and no problem so is it duff BCR`s or the charging circuit/ boards that are faulty?
