Atlas still offers undecorated units when a model is set for production.   You would find that it's kind of a semi-kit with many parts not installed. This allows for custom painting without striping or dis-assembly.  These units have to be pre-ordered just like any other offering at the same price.
Example of a GP-7 from several years back.

I have also worked with Atlas SW9's undecorated.

There are still a fair number of Red Caboose brand GP-9 kits floating around on eBay and elsewhere. The power chassis for these kits were notoriously poor, but a skilled builder can adapt them to an Atlas GP-9 chassis. The Atlas GP-9 body is based on Red Caboose tooling.  The Red Caboose kits are very fragile. I have a couple of locomotive bodies that were kitbashed from Red Caboose kits (by a very skilled builder, not me) and they look great but are much more subject to handling damage than a typical 0 gauge diesel. The Atlas Geeps seem to be somewhat more rugged than the Red Caboose originals, but they still require very careful handling.
