What you are looking for is asphalt coated cotton loom. I buy it from Manny Wire and Cable in the LA area. It is sold in boxes of several hundred feet. I have other uses for it, so the large quantities do not hurt me. Try Jeff Kane, The Train Tender. I think he has short lengths.
