All the light indicators are in the manual.  It was around page 80.   However all the solid red indicators they list in the manual say both should be solid , not just one side.  Either way solid red means a problem.  Usually faulty batteries.  Or if you have an earlier base you may need to send it in for the Charging circuit.  But because you have only one light lit and not both its probably going to have to go in for repair.   Otherwise you can turn off the charging circuit on the back of the base unit and replace with Alkaline batteries.  Personally I would send it in.  Mine has worked perfect since I had Lionel fix the charging circuit.

   Try taking one of the batteries out of the Cab2, then put the battery back in, replace the remote control firmly in the 990 Base unit, and see what happens when you let it charge a while.  The 2 lights should eventually start blinking red, then over time move to blinking green, then go solid green, it take some time however.  My new 990 unit acted the same as yours, Guns advised me to try what I just told you, and my 990 eventually came on line correctly.  Hope your does the same.
