When checking out sites such as Ebay, and in particular, O scale...I notice people listing their potential sales items , whether it be locomotives or boxcars, etc.....WITHOUT trucks and wheels....i.e....just the shells....What am I missing and what are they doing with the trucks and wheels they keep?

Yes! Particularly Atlas rolling stock.
Maybe it's because the trucks crumbled from zinc pest?
Some are pilot samples that they purchased from Manufacturers.
Atlas had a bunch of extra bodies made for warranty purposes... damaged grab irons, doors, hatches, etc. Now, they are selling all the extras.
Trucks and couplers have problems. If an item is purchased solely to get a pair of trucks, the box car(for example) body may now be offered to the two rail and three rail market. This applies to both freight cars and passenger cars. Not everyone needs the correct trucks beneath their cars. John in Lansing, ILL
A few folk find it more profitable to disassemble and sell some things as parts only too.
Or they found a NYC train dirt cheap but want a SF shell, etc.. "John" has a SF shell for sale after pulling the shell and dropping/bashing/ loosing the chassis "to movers", theif, etc. etc.
There are plenty of adds for wheels and trucks alone too
NOTE:The repair aspect of TCA type collecting says a "real", and nice, but used part trumps a re-pop for grading any day.... if a repop is even being made. Some items don't have the luxury of present availability.
I still get ticked ever time I see the wrong end of a tender “coupled” to an engines drawbar. You have to work extra hard to be that stupid.

You forgot its not a tender either....its a"coal car".
Another reason is that years ago many kits were sold without trucks and couplers.
Further on the tenders: I can't stand seeing somebody split engine/tender pairs to try to get more $$$$. There are plenty of orphans out there without creating more.

Ron, The Ambrose Wine and Roma Wine six compartment tank cars had a bad batch of trucks under them. It was not unusual for them to fall apart as you have shown. Two rail guys accept it. John in Lansing, ILL
