The brick buildings in the left and right background in the picture are also really nice.

probably a switch de-icer. Could double as weed burner.
Maybe, not seen as much, nowadays; but, a few of the reasons I like railroading -
a place where the quirky, the convoluted and contraptions dwell. A place of invention and adventure.

Lionel's jet snowblower in a video. These are prototypical, too. I have an old ad somewhere from the NYC showing one of theirs clearing some ice and snow from some tracks/switches. It looks very much the same.
It appears there is snow on the ground even though this photo is black and white. I'm with blueline ,its actually a switch deicer, this is also evident by the fact it is directly over a switch in the photo as well.
I've seen these in action in the winter in the past.
I've also seen gas burners mounted directly on the switch
