Can a circuit board be tested?  We have two USRA MTH 0-6-0.  one is PS-2 the other PS-3.  Everything works except they will not move.  I contacted O Gauge Forum and tried everything suggested.  I had 2 others check the locomotives we all came to the same conclusion it may be the circuit board.  $400 or more to replace the Board plus S/H from Northern Minn.  Can the Board be checked before replacing it?

Yes - Most MTH authorized techs, like myself have PS2 & PS3 test kits.  If you have one in the area, or are comfortable with you can send them the boards to test.   You may want to consider giving them the whole loco, since there are other issues that could also be causing the issue they can diagnose.

It's also possible to test board in another loco, but you have to know and understand a number of details to do so safely.  Recommend letting a experienced pro, rather than risk damaging possibly another set of boards.
