I am new to digital. I have purchased both a LionChief engine and 990 Legacy system. But I have not used either of them yet. My question is can the LionChief engine be controlled with the Legacy system?

No, Lion Chief is controlled by the remote that came with it.
No with remote that comes with engine only.
That being said, the two systems can co-exist on the same track. You can run both the LC engine (with it's remote) and a Legacy equipped engine (using the 990 Cab2) on the same trackage at the same time.

Can the LionChief engine be run as a Conventional via Legacy with the Power Master set up, and can it be run with the DCS via the TR modes? Just wondering if somebody brings one, or I acquire one in some way, whether it can be remote controlled in this manner also or not.

If it is a LC+ it can be controlled this way if set to conventional via the switch on the engine. Also for LC (no plus) engines, some folks have run them conventionally by turning the remote wide open and then varying the voltage.

I would just add that you'd still be using the LC remote for triggering horn and bell in that scenario.
