The ZW-C has built in Powermasters so you could operate one track in conventional and the other in command. You will at least need a CAB-1 and TMCC Command base.

I'm not sure if the Legacy system can address the built in PM's but maybe some one else will chime in on this.

The only TMCC device that Legacy can't address that I'm aware of is the original PowerMaster stand-alone product, that communicates on 27mhz directly from the CAB-1.  That's why there is a PowerMaster Bridge in the Legacy product line.

So then all this guy needs is either a Legacy System or the older CAB1/TMCC system.

In command mode the ZW-C handles become TR1- TR-4. Using either a Cab 1 or Cab2, you hit TR 1, then using the red dial, increase the voltage all the way up to run in command mode. Now if you want to use the other handle, hit TR 4, then increase voltage with the red dial as needed to run conventional. You can run command or conventional on all 4 handles, in any combination.
