The only loco I have purschased with sound built in is the GGD E7s.
The sound is very nice and they run very well.
I have installed my own decoders in a bunch of others - most without sound. I do have a soundbug second decoder I recently put in a GP30 that sounds a little tinny compared to the E7s.

Right now the widest variety of diesels with factory DCC sound decoders available in two rail O scale are the MTH Protosound 3 locomotives. They have very good sound, excellent speed control and are all speed mapped alike when they come out of the box. They are a good value for the money.
I had a chance to operate a Sunset E7. It had good sound and speed control. The quality of the paint may vary with the road name. If you want an early passenger diesel they are also a good option.
3rd Rail and QSI Titan DCC decoder can't be beat
