I do not run any equipment with DCC, so excuse my ignorance of this type of system. Can a DCC decoder be used in a freight car to activate a lamp or a horn, etc? In other words, is there available a simple one-channel DCC decoder that just provides a momentary or constant contact closure? I assume that if the answer is "yes" then trucks with rollers would need to be added to provide power and signal to the decoder.

In DCC decoders that don't run a motor are accessory decoders. Typical ones have 2 or 4 functions and can control lights or other items. Another option, all major decoder manufacturers have sound only decoders ie Soundtraxx Soundcar. Of course, these are useless if you don't have a DCC system.

The answer is yes. And of course you have to have power and signal to the decoder to get it to do anything. So in a rail system, that means a slider or a roller since you use the center rail as half your power/signal supply and the 2 outside rails as the other.
