Check that the DCS/DCC switch is in the DCS position and the 3R/2R switch is in 3R, presuming you run on three rail track.  Cycle both switches back and forth a couple of times being sure to leave them in the correct position for your layout.  Try to load the engine again.  If you still have problems, remove all engines from the track except the one you want to load and try with just that engine on the track.

This has worked for me on many PS 3 engines.  Good luck.

Both PS 2 and PS 3 engines have the DCS/DCC switch.  Sometime the switch simply needs to be cycled to lock into the desired position.  Glad the solution worked for you.  edit:  I misspoke.  I was incorrectly recalling in my mind's eye the polarity switch within the PS 2 engine.  Regret any confusion.

Uh, no, that's incorrect.

Only PS3 engines are DCC-capable, and only Premier PS3 engines and early RailKing PS3 engines have a switch. Newer RailKing PS3 engines have an internal jumper that is removed to use DCC.
