Upon first inspection, there are remnants of battery acid on the metal pick ups in the battery compartment. Would this cause the remote not to turn on?

if so, would it be a good idea to use a small amount of baking soda to remove the acid from the plates?

however, if that is not the case and it is something wrong on the inside, I expect it needs to go in for repair?

Baking soda isn't the answer.  There's no acid in an alkaline battery!  The corrosion is caused by alkalinity, so I use vinegar to neutralize it.  Then I rinse it well, obviously keeping water out of the remote!
