If you want to avoid the piggybacked dual decoder installation you might consider waiting a bit and doing a PS3 installation.  MTH has a PS3 FM sound set and you would get consistent speed control along with the motor control feedback integrated with the sound.  If your locomotive has a can motor and flywheel I would strongly consider going that route.

 

What do you have for a DCC system?

I don't what sound decoder does FM sounds.   I have heard that it is a unique sound.

 

However, for the motor, I would use an NCE D408SR.   I use that for any loco that draws more than 1 amp running and 1.5-2.0 amps stall.   It is very robust and has a bunch of functions.   The stall rating is 10-12 amps I think. 

 

If the Trainmaster has a Pittman motor as does my Carworks VO1000, the motor draws at least 2.5 amps stall - and maybe more.    It will burn up a small decoder if you hit an open switch or some other stall condition that sends a momentary spike at the short.

 

The DCC concept of "stall" is not spinning wheels.   It is stopping the motor and/or the wheels under full power and measuring what the current spikes to.
