Deep Rock Tank Car set

On the bay, someone has a set of two Deep Rock Tank cars claiming there American Flyer with only 150 sets being made. They claim they were made for thre Golden Gate American Flyer Club. The price for the two is 160.00. My queston, were they made by Lionel or a custom run. One is black with a yellow dome and the other is yellow with a black dome. No AF numbers are given.
