Yes, they changed to the new legacy board, and few minor changes to the tooling. I would also make the assumption that they sell a lot of ES44s, and cost per unit generally goes down as the number of units produced increases. Plus they also have used this tooling for 10ish years. The more tooling they can reuse the better in terms of price for the consumer.
