Help Please:

I am working on a Lionel 221 Post War Locomotive (now at least it makes it around the track).  I am running it with a simple Lionel Powermate 40 watt transformer.  The locomotive's top lever seems to have no effect on the running of this locomotive.  First pull up the throttle lever - locomotive lights up -- but does not move.  Second pull of the throttle lever -- locomotive goes backwards.  Third pull of the throttle lever - locomotive lights up -- but does not move. Fourth pull -- finally -- it goes forward.

The locomotive seems to do this no matter what position the lever is in.  Has the E-Unit coil simply broke or is this the result of running it with a more modern transformer?

I apologize as I know this is a really basic question.  Although I have been a model train fan my entire life -- I only recently switched from n-guage to Lionel -- three reasons (first, I have my late father's Lionel trains that I love to run; second, my eye sight is not what it used to be; and third -- my daughter loves to play with the larger trains and we enjoy many hours together playing with them.

Thanks
