Can the earth ground wire run between parallel tracks to prevent signal contamination be shielded or does it have to be bare wire? Does the gauge matter?

The wire is insulated and connected to your house wiring ground either at pin #5 on the TMCC base DB9 connector or the center screw on your wall outlet plate. Less than 20 gauge is fine.

Yes. No shielding. It will prevent it from working if you use the inside wire. Wire size doesn't matter. The smaller it is - the easier to hide.
I think he meant insulated or bare. Insulated is fine.
For best results, earth grounds should be returned to the command base, all the earth grounds terminating in one place.
