I have a roller base from collectorschoicetrains.com and have used it to break in new locomotives and check the rods on steam locomotives after lubrication.  I also run engines on it after changing traction tires.

For wheel cleaning, I put the engine upside down in a cradle, connect alligator test wires to the rails and to a pickup roller and the truck frame, and use a bright boy or a q tip with denatured alcohol.
