Cab numbers mean nothing outside of the postwar era. They are not a stock number. The cab numbers usually correspond to the railroad's registry. So start thinking about what model you have, not what road number.

I'm guessing you have no idea of the manufacturer stock number.

So you have a Williams GS-4 4-8-4 painted in Western Pacific.

As for price, it depends on condition. There is no price guide, but you could check eBay for sales over a period of time. 

If you paid $152 for a model that's cosmetically in very good shape and runs well, I'd say you got an OK deal. There is not much demand for Western Pacific GS-4s, since they are more closely associated with the Southern Pacific.

Well, yes, of course, but the WP did have their "GS64", which was a WWII copy of the SP GS-3, so this model is not as far off the beam as some think....

Except: the PW Lionel tooling upon which this WBB loco is based was never a model of anything on the SP or WP or any western road - it's based on the Lionel PW N&W 4-8-4 "J" and dressed in SP or WP party clothes - they did change the smokebox front, however.

But, it's not 3-rail scale, anyway; it's a nice high-end toy that looks nice.
