I've tried to loosen this screw I used WD40. no success. Any ideas

How about a little heat, like a hair dryer, or a small butane torch if possible. Warm it up, allow the metals to expand a bit. Then try to tighten and loosen to break it free. PB blaster is better at wicking into stuck threads, just from stuff ive used it on.
Another idea, if you can do it... use a solid screwdriver or whatever tool, and hit the end of the tool with a little hammer. Like adding a small shock/ impact to the screw to help it let go.
Or grab the head with some vice grips just to help it break free, if there is room.

Sometimes you need to do this, but keep in mind that you are much stronger than that little screw. If you do this, be prepared to drill it out and re-tap the hole.
Well I did what you said. No luck. So I ground off the screw head and the baseplate came right off. Interesting that the remaining screw was loose. Got lucky. thanks for your suggestions
I find that sometimes shooting the screw head with my refrigerant spray works better than heat.
