Full TMCC or not

On E-bay right now There's a pair of K-line E8 Diesel AA both powered w/TMCC One unit has a RS/SS switch,the other unit has none.does this mean that it's not fully TMCC? These are listed under new K-line category. Anyone familiar with this situation?? Fil Fillion

The second unit it most likely tethered to the first, so both units are TMCC when together, and the second unit cannot operate on its own unless you install its own control electronics.
