Have you ever seen an engine like this? It is a plaster E7/8. Do you know anything about who may have made these? Its kind of cool even though it is beat up.

Could it have been "kit bashed"? It's a really strange duck!
Back in the 1950s, EMD had solid plaster models made as "give-away" desk display items for customers. They were all O Scale, and I personally have an E8 (painted & lettered for SP Daylight), an A-B F-7 set (Painted & Lettered for DL&W), and I have seen models of some various export units, and GP7/GP9 units. The base of the trucks are even designed to fit into O Scale 2-Rail track for display.
Anyone know if they included boxes for shipping and did they come with EMD presentation cards?

No, i.e. no "shipping boxes", as they were generally presented in person by the EMD Salesman (Sales Representative, or District Manager, or Regional Sales Manager).

No. No "presentation cards".
As additional information, a man began offering "reproductions" of the EMD plaster E8 Unit, some time in the mid to late 1970s. I don't remember the price he was selling each one for, but they came fully painted & lettered, using O Scale Champ Decals.
Jack, any chance you can post photos of the ones you have?
I’d love to see the DLW units.
