The engine does not move at all. I tried both feature reset and factory reset. Lastly I cleaned the wheels to rule that out as well.

Did this just happen spontaneously, or did some even trigger the failure?
Check the wireless drawbar connection, that's one trouble-spot.
I've had two PS/3 locomotives in the last couple of months that the PS/3 boiler board was toasted, I'm still waiting for one of them as MTH seems to be out of them.

Leave engine # 99 open on your DCS system.
I would think with a factory reset, it would assign the lowest # available.

Why would you suggest that he do that?
This happened spontaneously. The engine number is 10 on the remote which is what I set it to
Right brfore it stopped moving the sound that the speaker made was wacky. Kind of like garbley. Then all sounds we're fine but the enginE does not move.
Hard to say what happened. If you've done a factory reset and re-added it to the remote, it should be unconfused if nothing is broken.

It has all of the symptoms of a tether issue. Make sure that the wireless drawbar snaps into place.
Is the board busted in the boiler?

The drawbar was my first inclination, as that is a frequent trouble spot. The issue is it sometimes takes a LOT of force to snap them into place. You can think it's connected, but it may not be.
As Barry stated you need a good connection between the engine and tender. Examine pins before you snap it in, make sure no pins have been bent.
The other issue I have seen once, is when the tether is pushed into the tender, the pin pushes up and out of the connector inside the tender. It was a poorly formed connector tab. This caused erratic behavior and lose of functions on the engine.
If all that is fine, try in conventional with a conventional reset with the transformer bell and whistle button. G
