Help with steps on Atlas O Caboose

I bought an MKT Atlas O caboose from a show a few months ago and it isn't in that great of shape. But it was only $9, so I couldn't pass it up. I haven't ran it much, but pieces are already starting to fall off. All four steps have come off of the bottom. I am not sure why, but the bottom is mostly wood, except for the ends, which are cardboard. I have tried to glue them back on, but since it is cardboard they just don't hold. Any tips or suggestions?
