I'm don't know that Lionel produced a manual strictly for the 249? What I do know is the type 10 motor both thin and thick tire was used in the 238, 259, 264, 265. The armature shaft size also changed so there's two different gear covers based on the armature bushing. When looking for parts drawings or numbers you might have to look for say a 265? I kinda remember that from Olson drawings....
I only have Greenberg's Repair and Operating Manual for Post War Lionel trains.
Lionel in the prewar days only issued parts list, no repair manuals or pages. On rare occasions they would issue a "service bulletin' for things like whistle controllers. Back then hardware and appliance stores did a lot of train repairs and expected them to know basic electrical repairs.

Not really instructions, but pages from the repair shop manuals used to be on the Olson's site. I downloaded a bunch years back. Attached are the files I have for the 249. Good luck.

i own a copy of Greenberg's Lionel Prewar Trains Repair and Operating Manual for Pre-War Lionel Trains. There are no repair instructions for specific prewar locos, only general instructions. There is a separate and much larger Greenberg book covering prewar parts lists.
